Background on Bastyr’s Current Zoning

In 2001, the city of Kenmore adopted a Comprehensive Plan in accordance with provisions of the Growth Management Act. Since Bastyr University was not yet the owner of its property and was in a lease arrangement to occupy the site, the city chose to retain the underlying “Residential (R-4)” zoning of the Bastyr site, additionally applying a “Special Study Area” designation to address the site’s educational uses. The city also adopted a series of interim zoning ordinances to prohibit residential development on the site. Ultimately, the city’s intent was to consider rezoning the site and designating it for institutional uses once a campus master plan was adopted by the city.
